Every year Mayor Barretts says the same thing,"He can't manage the schools for the money he receives."
The charter school he criticizes doesn't get anywhere near the overall funding that the remainder of his North Adams Schools get.(You have to include capital costs for buildings in this.)
If Mayor Barrett can't find a way to manage the schools, maybe others can.
Why not put together requests for proposals and invite potential new charter school leaders(maybe some are even teachers or leaders in his existing schools)to see if they can develop proposals to manage the schools? I'll bet he would get some interesting proposals, get some people thinking and I also bet some school leaders would find ways to reallocate the existing schools' budgets to provide quality education while living within their budgets.
